Hopkinton Conservation Commission
Minutes of January 15, 2008
7:30 PM EST @Town Hall/in selectmen’s office

        Those present were: Tim White, Jed Merrow, Byron Carr, Todd Aubertin, Lee Wilder, Derek Owen, Ron Klemarczyk and Erick Leadbeater.

D. Owen called meeting to order at 1930 EST
1.      Minutes of 11/20/07 were approved as written.  Minutes of 12/18/07 were approved as corrected…0840 EDT to 2040 EST.
2.      Two DOT project notices received:
a.      202/9 ROW work east from Rte. 114 exit in Henniker to I-89.  Discussed.  No problems if they stay in the existing ROW.
b.      Rte 127, spillway overpass work at Emerson Hill, west of I-89 exit 6.  Discussed.  A better sidewalk on that bridge would be safer for “walkers” (lots at break from Yankee Book).
Todd will e-mail us a draft reply then to DOT if no additions, corrections or deletions suggested.
3.      Motion made (Jed) and seconded (Derek) to pay NH Correctional Industries $171.60 for 8 signs and posts labeling the Contoocook River in Hopkinton as “a designated river.”   (http://www.des.state.nh.us/rivers/map-1.htm)  Payment to come from the HCC Conservation Account.  Byron reports that signs are here and Herme Blanchette is helping to put them up.
4.       December 2008 work payment to D. R. Mellon for survey/boundary work on the Rice Lot (off rte. 127 at Emerson Hill) moved by Ron and seconded by Erick.  Summary of payments to date:
a.      $2181 for October 2007 work.
b.      $4,455 for November 2007 work.
c.      $5,157.00 for December 2007 work
Funds coming from HCC Town Forest Account.  Surveying progress to date    discussed…esp. a couple of boundary line adjustments and the marking of “indefinite” boundaries.  It should be noted that the Emerson Hill Boulder is now on Town land.
5.      The HCC 2008 Budget has been presented to the Selectmen.  He may need to go to the Budget Committee.  It appears as though funding was increased to allow the HCC to send two students to Conservation Camp in summer 2008.  Forestry tools were cut by selectmen.
6.      Ron reports that deeds for two lots (9 A. and 1 A. west of Hopkinton Village) from Tudor and Barbara Richards, have been signed and payment made.  See item # 1 of the HCC 12/18/07 minutes.)  Ron paid the recording fee for the two deeds.  Motion was made by Derek to reimburse Ron,. Todd seconded it.  Motion passed
7.      D. and S. Ware have given the Society for the Protection of NH Forests a conservation easement on 120 A. north of their house on Patch Road.  Erick will thank them for their generous contribution.
8.      Byron Carr is on the Greener Hopkinton Committee. http://www.hopkinton-nh.gov/Pages/HopkintonNH_BComm/greenhop He will keep us informed.
9.      Ron reports:
a.      Draft of HCC Annual Report for the Hopkinton Town report was circulated and discussed.
b.      Derek signed a “permission slip” allowing snowmobiles use of Town forestland for winter 2008 (?)
c.      Several Current Use Applications are being checked…details at the 02/19/08 HCC Meeting.
d.      Debris needs to be removed from the Rollins lot in Spring 2008.  There is also an easier route for the power company to place its poles.  Tim White will start by talking with TDS.

Meeting adjourned at 2045 EST.  Thanks Tim for a great cake!  Lee Wilder will host the February 19, 2008 HCC, to be held at 1930 EST at Town Hall.
