Hopkinton Conservation Commission
MINUTES of 3/18/08
7:40 PM EDT @ Town Hall

Those present were: Jed Merrow, Ron Klemarczyk, Tim White, Derek Owen, Todd Aubertin, and Erick Leadbeater.

1.      Minutes of 2/19/08 approved as written.
2.      Invoice items for approval by HCC included:
o       Scott Coen Construction in the amount $400 for repair to the Rollins Lot
o       Donald R. Mellon Surveying in the amount of $2,385.50 for survey and deed work associated with the Rice property.
o       Reimbursement to Ron Klemarczyk in the amount of $120.96 for the purchase of two bladder pumps for the Hopkinton Fire Department to be used in fighting brush/forest fires.
o       Dues for the New Hampshire Association of Conservation Commissions in the amount of $225.
All invoices were approved by HCC members.
3.      Correspondence to the HCC included:
o       Letter from Hopkinton Fire Department thanking HCC for purchase of the aforementioned bladder pumps.
o       2/19/08 NHDES Wetlands Bureau letter regarding wetlands meeting
o       UNH Cooperative Extension – Notice for summer camp applications  
o       Merrimack County Conservation District letter introducing Stacy Luke (new District Manager).  Ms. Luke was notified of 3/18/08 HCC meeting.
o       12/11/07 NHDES letter re: Bohanon Dairy; indicating wetland dredge and fill permit was incomplete due to lack of endangered species inventory for property in question.
o       NHDES letter re: notice of dredge and fill permit application submitted by St. Methodius (Lake Josylvia) to replace culvert on driveway.  
o       Birch Tree Conservation Consultants letter and flyer notifying HCC of professional services available.
4.      Budgetary Items included:
o       Jed Merrow reports that the only budget activity in the past month were the standard interest deposits.  
o       Ron Klemarczyk received an email forward from Robert Veloski (Town Administrator).  The email was originally from David Lancaster (Hopkinton Budget Committee Chair) requesting HCC submit a full budget statement yearly.  The HCC understands that the budget committee is requesting itemization of expenditures of monies outside of the annual operational budget.  HCC agreed to submit same to Budget Committee.
5.      Jed Merrow noticed Erick Leadbeater’s speech at Town Meeting which led to the reinstating of budgetary funds to support 2 conservation campers.
6.      Ron Klemarczyk indicated the following:
o       That he submitted the paperwork for the Rice property easement today (3/18/08) and that he will have the Selectmen sign the deeds for the Grady property boundary line agreement and the Rice property right-of-way agreement.
o       The ground is currently too soft to proceed with the timber harvest on the Byer lot, which will have to wait until the ground dries out.
7.      Derek Owen inquired if the HCC would cover the cost of an appraisal of the Leadbeater property on Gould Hill Road.  Ron Klemarczyk indicated that it is a standing policy of the HCC to pay for the appraisal of open space that the Town may acquire, however, HCC has negotiated to split the cost with the group lead by Jim Zeppieri.  The HCC portion of the appraisal is estimated to be approximately $2,800.  There were no objections from the HCC.
8.      Jed Merrow inquired if a meeting should be arranged with the Economic Development Committee to discuss the Burnham Intervale project.  Ron Klemarczyk indicated that it was his understanding that the Economic Development Committee is no longer pursuing the project.
9.      Tim White indicated that he had contacted Sue Blothenburg (Community Relations Manager for PSNH) re: re-routing the power lines on the Rollins Lot.  She is inquiring into the matter.  TMW will follow up for the next HCC meeting.
10.     Derek Owen indicated that he received another piece of correspondence from NHDES Wetland Bureau (a letter dated 9/13/07) indicating that they will not seek further wetland restoration action related to a violation on Hatfield Road.
11.     Erick Leadbeater inquired if any HCC members were aware of summer camp opportunities.  Todd Aubertin indicated that Lee Wilder was aware of several opportunities.
12.     Ron Klemarczyk indicated that several residents are interested in having the Town sponsor a satellite trash and recycling location in Contoocook (behind the locked gate near the sand and salt shed).  The idea would be to have a staffed location available for several hours on the weekend so residents from West Hopkinton and Contoocook would not have to travel as far to dispose of trash and recycling.  HCC members agreed to support the idea and Tim White volunteered to draft a letter to the Recycling Committee in support of this plan.
13.     Meeting adjourned at 8:30 PM.  Thanks Derek for hosting.  Next HCC meeting is April 15, 2008, at 7:30 PM at Town Hall, Hopkinton Village, hosted by Jed Merrow.
