Request for Qualifications (RFQ)
Zoning Ordinance/Master Plan Audit
The Hopkinton Planning Board is inviting submissions of qualifications for conducting an audit of Hopkinton’s Zoning Ordinance. The primary objective is to identify areas for potential revisions or updates to better align Hopkinton’s Zoning Ordinance with the goals and objectives in Hopkinton’s Master Plan. A qualifications statement shall include:
 
  1. Letter of Transmittal
  2. Project Consultant/Team: Provide an organizational profile of the project team, including the background and experience. Clearly identify the project manager, team members, and staff who will be assigned to the project. If different consultants are teaming together, identify who would be the lead consultant.
  3. Summary of Project Understanding and Approach: Provide a statement summarizing the proposed technical and professional approach to the project and a detailed outline of the proposed services for executing the project.
  4. Comparable Projects: Submit summaries of at least three projects with a similar scope described herein. The summaries should reflect a demonstrated record of completing projects on time, within budget, and to the satisfaction of the communities involved. The summaries should include key recommendations and illustrations derived directly from the project. The contact information for the municipal contacts should be included. The Town reserves the right to contact any references provided or otherwise obtained.

The Planning Board consists of seven regular members and three alternates appointed by the Select Board. The Planning Board regularly meets on the second Tuesday of each month at 5:30 PM, Town Hall; however, the Board may meet at different times for special meetings or due to holidays or other extenuating circumstances. A quorum consists of four Board Members, and decisions are made by majority vote. Application deadlines can be found by clicking on the meeting schedule on this page. The meeting notices will be posted on the website at least 10-days prior to the scheduled meeting.


The Board of Adjustment is a quasi-judicial board consisting of five regular members and three alternates appointed by the Select Board. The Board of Adjustment rules on Variances, Special Exceptions, Equitable Waivers, Special Uses (Fair Overlay District), and Appeals of Zoning Administrative Decisions. When needed, the Board of Adjustment is scheduled to meet on the first Tuesday of each month at 5:30 PM, at Town Hall; however, on occasion, the Board may meet at a different time for special meetings or due to holidays or other extenuating circumstances. Application deadlines can be found by clicking on the meeting schedule on this page. The meeting notices will be posted on the website at least 5-days prior to the scheduled meeting.
