PUBLIC HEARING - Laying Out a Road over Old South Road

Notice - Public Hearing 
To Gather Public Input on Laying Out a Road 
Over What is Now Old South Road (a Class VI Road) 

 

Please note:  The Select Board will meet at 5:00 p.m. at the Town Hall and travel to the intersection of Old South Road and South Road to do a site visit of the location prior to the 6:00 p.m. hearing.  This is an open session and the public is welcome to attend.

 

The Hopkinton Select Board will hold a Public Hearing on Monday, March 13, 2023, at 6:00 p.m. at the Hopkinton Town Hall, 330 Main Street, Hopkinton, NH to receive public comment under NH RSA 231:9 concerning layout of a Class V road over what is now Old South Road (a Class VI road).  The Select Board has received a petition requesting this layout and as part of the process, will gather public input before determining whether to proceed with the layout process.
 
Petition received from Nicholas B. Goulas, 1483 South Road, Hopkinton:
Per RSA 231:8, please accept this letter as a petition to lay out Old South Road as a Class V maintained public highway.  I presented occasion for this improvement at the April 11, 2022 Hopkinton Selectboard meeting.  To briefly restate the justification for this improvement:
  1. Improved ingress/egress for seasonally challenging road conditions.
  2. Creates network redundancy and reduces dependency on gravel road in Weare.
  3. Redirects thru-traffic on South Road to the safer intersection with NH 77 in Dunbarton.
  4. Reduces traffic volumes on insufficient bend (85’ radius) on South Road.
  5. Reduces traffic volumes on insufficient width (14’ wide) portion of South Road.
  6. 3 to 5 new building lots unlock from 1,100 feet of frontage on lot 22.1 (30.18ac.).
  7. Joins South Road to the paved, modern “Old Hopkinton Rd” at the Dunbarton town line.
  8. Utilizes a “high & dry” corridor that would have low yearly maintenance demands.
