Community Power Committee
With Hopkinton Community Power now in place, the work of the Community Power Committee is complete. The Hopkinton Energy Committee has taken over the oversight of Hopkinton Community Power and will be advising the Select Board on Community Power issues. The Select Board disbanded the Community Power Committee on January 27, 2025. Thank you to those who have work hard to bring Community Power to Hopkinton.

Committee Purpose:
The Hopkinton Community Power Committee shall serve as the electric aggregation committee for the town and shall develop and implement an aggregation plan for the citizens of the town in accordance with New Hampshire RSA 53-E.
Committee Tasks:
- The Committee shall develop a plan for an aggregation program for the citizens of Hopkinton.
- The Plan shall be in accordance with New Hampshire RSA 53-E.
- The plan shall detail:
- The organizational structure of the program.
- Operation and funding.
- Rate setting and other costs to participants, including whether energy supply services are offered on an opt-in basis or an alternative default service.
- The methods for entering and terminating agreements with other entities.
- The rights and responsibilities of program participants.
- How net metered electricity exported to the distribution grid by program participants, including for group net metering, will be compensated, and accounted for.
- How the program will ensure participants who are enrolled in the Electric Assistance Program administered by the New Hampshire Public Utilities Commission (NHPUC) will receive their discount.
- Termination of the program.
- The Committee shall provide the Select Board with a reasonable timeframe for the work of the committee.
- The Committee shall keep the Select Board updated on its process and shall present to the Select Board its recommended plan for inclusion on the Town Meeting Warrant.
- The Committee shall approve a final plan to be presented to Town Meeting which the Committee determines is in the best, long-term interest of the Town and the ratepayers.
- The Committee shall solicit public input in the planning process and shall hold public hearings.
- The Committee shall assist with on-going public education about the program.
- The Committee shall be responsible for obtaining NHPUC approval.
- The Committee shall be responsible for the smooth rollout of the program.
