What are impact fees?
Impact fees are charges that some New Hampshire towns use to help ensure that new development pays a fair share of the costs for schools, roads, fire and police facilities, and other municipal services. Instead of existing taxpayers covering all the costs of growth, impact fees allow some of those costs to be shared with new development.

Why did Hopkinton study impact fees?
In the Spring of 2025, the Hopkinton Planning Board formed an Impact Fee Subcommittee to examine whether an impact fee program would be appropriate for Hopkinton. The group reviewed state law and Town regulations, interviewed Town departments and the School District, consulted with consultants experienced in impact fees, spoke with communities that have established such programs, and examined the Town's and School District's Capital Improvement Plans (CIPs).
