REQUEST FOR QUALIFICATIONS
CONSTRUCTION MANAGEMENT
STABILIZATION OF HISTORIC HOUSTON BARN

The Town of Hopkinton NH is soliciting proposals from Construction Managers for services related to the rehabilitation of historic Houston Barn.  The barn is 100’ x 44’ x 50’ high.  The work will include structural repairs, jacking the building up, a new foundation, resetting the barn, and replacing the roof with a standing seam roof.

An August 2021 Assessment Report by Peter Ladd of Ladd Timber Framing, Warner, NH, is available for review.  This study was done through the NH Preservation Alliance Historic Barn Assessment Grant Program.

Prospective Construction Managers are invited to participate in the following selection process.  Each is expected to prepare a written proposal to be submitted to the Town of Hopkinton no later than 2:00 p.m. EDT, Thursday, May 12, 2022.  All proposals shall include an executive summary.

A short list of participating Construction Managers will be invited to make a presentation to the Town of Hopkinton Selectmen.  It is expected that the Construction Manager will be selected by June 1, 2022.

Each Construction Manager's written proposal shall address the following:

  1. Identification of principals of the firm and qualifications of key personnel to be used, including project manager, superintendent, and estimator.
  2. Specific construction management experience on similar projects and scope with Owner references.  Include three, completed project case histories, of similar type and scope, including budget and schedule performance.
  3. Total dollar volume of work completed during each of the past three (3) years.
  4. Demonstration of successful management systems for the planning, value engineering, organizing, and monitoring of similar construction projects.  Among these are conceptual estimating, budgeting, scheduling, and cost controls.
  5. Identification of work, if any, proposed to be performed by the Construction Manager's own work forces.
  6. Proposed Construction Manager's fees for the base contract expressed as a percentage and lump sum of construction cost, and fees for Owner authorized changes expressed as a percentage of construction cost.  Provide a preliminary percentage estimate of costs for General Conditions.
  7. Estimated timeline for project start date and target completion date.
  8. Financial references and current bonding limitations.  It is expected that 100% Payment and Performance Bonds will be required.
  9. A description of any current or past litigation, arbitration, or mediation.
  10. Other information, qualifications and/or exceptions as each Construction Manager may consider appropriate to the selection process.

Selection criteria to be used by the Town of Hopkinton shall include, but not necessarily be limited to, personnel named to the project, general experience and qualifications, Construction Manager's fee, costs of General Conditions, as well as any and all other considerations which may be determined to be in the best interests of the Town of Hopkinton.

Qualifications

  1. The Town of Hopkinton retains the right to waive any informalities, to reject any or all Proposals, or to accept any Proposal determined to be in its best interest.
  2. It is the Town of Hopkinton’s intent that the Work be competitively sub-bid by not less than three (3) pre-qualified sub-bidders for each trade or bid package.  All subcontractors shall be subject to the acceptance of the Town of Hopkinton.
  3. All designs, concepts, information, and cost saving alternatives presented by Construction Managers during the selection process shall become the property of the Town of Hopkinton and shall thereafter be used at its sole discretion.
  4. The Construction Manager Request for Proposal, Selection Process, and Schedule as outlined herein shall be considered subject to change as required by the Town of Hopkinton.  Terms and conditions of the Agreement between the Town of Hopkinton and Construction Manager shall take precedence over all prior understanding and/or Agreements, if any, including this Request for Proposal.
  5. The Town of Hopkinton may at any time terminate the services and/or contract with the Construction Manager for convenience and without cause.  In case of such termination, the Construction Manager shall be entitled to receive payment limited to actual documented expenses as of such date.
